RFP For Design and Professional Services

We recently issued and RFP for design and professional services to help us complete our site design. Responses are due on April 9th at 3PM. A brief overview of the RFP is below with a link to download the entire RFP. Feel free to share this with any architecture and landscape design firms that you think might be interested.

INTRODUCTION:

Oak Park Elementary School District 97, in conjunction with the Irving Parent Teacher

Organization (PTO) is soliciting proposals from design firms for design development

services for the Schoolyard (exterior spaces) of the Washington Irving Elementary

School located at 1125 S. Cuyler Ave., Oak Park, Illinois.

    A few questions from one of the schools nearby neighbors (I live on the 1000 block of S. Cuyler):
    1) Are there public meetings that will be held on this?
    2) You mention a LUST report in the RFP. Were any UST’s found and did any qualify as LUSTs? (UST is Underground Storage Tank, LUST is Leaking Underground Storage Tank)
    3) Where in this plan are the proposed dumpsters? Placing the dumpsters at the end of the alley off of Fillmore seems to be the shortest route and would require the minimal amount of increased impervious area (concrete).
    4) Why not make a more effecient parking lot along the south end of the existing paved area? Advantages: It is safer for children to play along Cuyler than Ridgeland (Cuyler gets less, and much slower traffic). Also, you already have drainage structures on the south end that may be able to be removed, making the project cheaper.
    5) When school is not in session, will the School District give preferential treatment and allow organized soccer or other activities on the play field? -or- Will the field be open for all to enjoy?
    6) Whatever is done, I recommend the project apply for an MWRD permit before the MWRD new ordinance goes into affect (the new ordinance likely goes into affect at the end of this year). The new ordinance may require detention on site which would require underground vaults, a very expensive line item in any potential cost estimate.
    5) Overall, Great Idea.

    Last line of #4 should read:…drainages structures on the southe end that may be able to be “REUSED”, making the project cheaper.

    Ben, thanks for the feedback.

    1) Yes, there have been a number along the way but we will be having additional meeting for public input.
    2) No contamination was found in the soil. More detailed information can be attained through D97. They have the entire report on file.
    3) The end of the alley off of Fillmore is exactly where our working plan has placed them.
    4) For a number of reasons. Safety from traffic off of Ridgeland is not really a concern as students are currently separated by a physical barrier from the street in either case. It is actually easier to manage large numbers of students when they are all on one side of the building rather than wrapped around the building as they are now. There are also a number of advantages to the activity areas being contiguous. But that said, this is a working plan and the location of the parking area is far from final.
    5) That would likely depend on factors such as who ends up contributing funding to the project.
    6) I will pass your suggestion on to the firm we retain for design services.
